The dwarven carvers in south shiver peaks are now using vamp axes. I pretty sure I never seen them use that before.

Monsters are getting weapon mods?

Uh yes they do. Vampiric is just a very uncommon mod.

They've always had vampiric axes. You can tell most of the time that they will drop a weapon with a vampiric mod when you see yourself take vampiric damage.

That can happen on anything, I've had Maguuma trees have -1 life steal off me, its random what mods they get

many high-level monsters get mods on their weapons. it's uncommon, but it's still possible. you won't see any vamp mods on Charr, though.

the Forgotten blades and hammers often used life-stealing mods, which was really annoying. i've often had enemies in the South Shiverpeaks use vamp mods on me too. too bad their weapons sucked anyways :P
